What Is PSYPACT?

The Psychology Interjurisdictional Compact (PSYPACT®) is an agreement among participating U.S. states and jurisdictions that makes it possible for licensed psychologists to provide telehealth (and limited temporary in-person practice) across state lines. A psychologist licensed in a PSYPACT state can apply to the PSYPACT Commission for an Authority to Practice Interjurisdictional Telepsychology (APIT®), which allows them to see clients by telehealth in any participating state without holding a separate license in each one.

What this means for you

  • Dr. Campbell is licensed in Connecticut, New York, and Texas, and holds a PSYPACT APIT. Together, these allow her to offer telehealth sessions to clients in New York and in PSYPACT participating states.

  • Under PSYPACT, you need to be physically located in a participating state during each telehealth session. Sessions can’t take place under PSYPACT while you are in a non-participating state or outside the U.S.

  • PSYPACT applies to licensed psychologists only, and it governs where a psychologist may practice, not insurance coverage. See the FAQ for fees and insurance.

Continuing therapy when you travel or move

Because PSYPACT covers most of the country, therapy doesn’t have to pause when life takes you elsewhere. If you travel for work, split your time between two homes, spend part of the year in another state, are attending college out of state, or relocate, your telehealth sessions can continue as long as you are in a PSYPACT participating state (or in New York) at the time of each session.

Sessions can’t take place while you are in a non-participating state or outside the U.S., so if you have travel coming up, let us know and we can plan sessions around it.

When there’s no ISTDP therapist near you

Intensive Short-Term Dynamic Psychotherapy (ISTDP) is a specialized approach that requires extensive training, and you may not find a therapist trained in it where you live. Through PSYPACT, Dr. Campbell can offer ISTDP by telehealth to clients located in any participating state, so where you live doesn’t have to limit your options.

Participating states

As of October 2026, PSYPACT is in effect in 44 states and jurisdictions, including Connecticut, New Jersey, Pennsylvania, Texas, Florida, Illinois, and Washington, D.C. Iowa and Louisiana have passed PSYPACT legislation that is not yet in effect (Iowa on July 1, 2027; Louisiana on January 1, 2028). California, Hawaii, Massachusetts, New Mexico, New York, Oregon, Guam, Puerto Rico, and the U.S. Virgin Islands do not currently participate; Massachusetts and New York have introduced PSYPACT legislation. Dr. Campbell is separately licensed in New York, so New York clients are not affected.

New states join regularly. For the current list, see the official PSYPACT map.
